The Philippines was established as the site for the Asian Regional Center for Training and Research based on the decision of the First Asian Conference of Ministers.
February 1974
Resolution No. 149 was passed establishing a Training Center in Manila during the 30th Session of the Economic Commission for Asia and the Far East.
4 February 1976
The Asian Center for Training and Research in Social Welfare and Development was inaugurated. Its establishment was sponsored and facilitated by then First Lady Imelda Romualdez Marcos, UN Agencies, and USAID.
1975
The Training Center was set up and became fully operational with the main objective of assisting member governments (Philippines, Korea, Hongkong, India, Indonesia, Iran, Bangladesh, Malaysia, Nepal, Pakistan and Thailand) in the development and strengthening of innovative approaches, programs and methods to combat poverty and further develop the country’s vision and leadership in Asian social Welfare.
1981
When the Center’s functions were integrated with the operation of the Economic and Social Commission for Asia and the Pacific (ESCAP) in Asia based in Kuala Lumpur, Malaysia, the SWADCAP building, dormitory, household facilities, and vehicle were turned over to the then Ministry of Social Services known as the and Development (now DSWD) and the Center became Social Welfare Development Center: A Comprehensive Approach to People’s Participation (SWADCCAPP).

SWADCAP was designed by Mr. Leandro V. Locsin who was proclaimed as “National Artist of the Philippines for Architecture”.

26 March 2010
Republic Act No. 10066 otherwise known as the “National Cultural Heritage Act of 2009” was signed into law. As the SWADCAP building is designed by Architect Locsin – a National Artist for Architecture it is considered as an “important cultural property of the country” which must be protected from exportation, modification of demolition.

The DSWD Academy is professional learning institute and will offer capacity-building opportunities to develop competencies needed in the delivery of social welfare and development programs and services and in stralegies for community development.
